Appropriates $10,000,000 from the Merit Adjustment Fund to the Department of Finance and Administration - Disbursing Officer for fiscal year 2011-2012 to provide supplemental personal services to state agencies and institutions of higher education.

Requires the Chief Fiscal Officer to transfer $10,000,000 from unobligated funds in the General Improvement Fund to the Merit Adjustment Fund upon the effective date of the Act.

Restricts fund disbursement to compliance with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency exists due to insufficient appropriations for the Department to continue providing essential governmental services, making the Act effective immediately upon passage and approval.
