Appropriates $21,596.00 from the Corporate Income Tax Withholding Fund to Federal Deposit Insurance Company (FDIC), Receiver for New South Federal Savings Bank for fiscal year 2011-2012.

Appropriates $60,000.00 from the Department of Workforce Services Trust Fund to Brenda Traylor; $41,337.68 from the State Highway and Transportation Department Fund to Entergy ($18,237.68) and Friendship Cable of Arkansas, Inc. d/b/a Sudden Link Communications ($23,100.00); $125,000.00 from the Department of Human Services to Sheila Marie Rhodes as Special Administratrix of the Estate of Michael Allen Fornell, Deceased; and $29,679.98 from the University of Arkansas at Pine Bluff Fund to Jennette D. Moore for fiscal year 2011-2012.

Appropriates $20,000.00 from the Arkansas Natural and Cultural Resources Grant and Trust Fund to Michael Langford for fiscal year 2011-2012.

Designates the Clerk of the State Claims Commission as the disbursing officer and authorizes carryover of unpaid claims into fiscal year 2012-2013 with Chief Fiscal Officer certification.
