SB14 Summary

• Reappropriates balances of capital improvement appropriations from various 2011 acts to Arkansas institutions of higher education and the Department of Higher Education, effective July 1, 2012.

• Distributes funds across 21 higher education institutions and the Department of Higher Education, including amounts for construction, renovations, deferred maintenance, technology upgrades, and equipment replacement.

• Authorizes use of General Improvement Fund and specialized trust funds (Arkansas Natural and Cultural Resources Grant and Trust Fund, Higher Education Projects Development Fund) for project financing.

• Permits institutions to supplement state appropriations with grants, donations, federal funds, and unobligated cash income; prohibits use of maintenance and general operations funds for these appropriated purposes.

• Effective July 1, 2012 with an emergency clause due to constitutional annual appropriation requirements and need for immediate operational continuity.
