Reappropriates the balance of capital improvement appropriations from Act 311 of 2011 to the Department of Career Education - Arkansas Rehabilitation Services, effective July 1, 2012, in an amount not to exceed $500,000.

Funds are designated for maintenance, renovation, equipping, construction, acquisition, improvement, upgrade, and repair of real property and facilities.

Agencies may supplement State Treasury funds with grants, donations (including Federal funds), and unobligated cash income to finance project costs, but cannot use Maintenance and General Operations appropriations for capital improvement purposes.

All disbursements must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Act takes effect July 1, 2012 under emergency clause to ensure continuous agency operations during the fiscal year.
