Appropriates $1,333,300 to the Arkansas Geographic Information Office from the Geographic Information Systems Fund for the fiscal year ending June 30, 2013.

Funds designated for implementing and administering the Statewide Parcel Mapping Grant Program.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws.

Establishes that funds must be used in accordance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and legislative minutes.

Declares an emergency effective July 1, 2012, citing the constitutional prohibition on appropriations exceeding one year and the need for immediate agency operations.
