Reappropriates the balance of capital improvement appropriations from Act 315 of 2011 to the Arkansas Geographic Information Office in the amount of $6,528,534, effective July 1, 2012.

Funds shall be used for program expenses related to improvements and updating the digital orthography database and for improvements, updating, and initiating parcel map automation of the statewide parcel map.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the office to accept and use grants, donations, Federal funds, and unobligated cash income to supplement state funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective July 1, 2012, citing the state constitutional prohibition on appropriations exceeding one year and the necessity for uninterrupted agency operations.
