Appropriates $676,025 from the Miscellaneous Agencies Fund Account to the Judicial Discipline and Disability Commission for fiscal year ending June 30, 2013, including $368,088 for regular salaries and $101,800 for personal services matching.

Establishes a maximum of 6 employees including an Executive Director at $104,250 annually, Deputy Executive Director, Fiscal Manager, Investigator, Paralegal, and Legal/Administrative Secretary.

Limits contractual attorney services to no more than 85% of Professional Fees appropriation ($84,665) and requires Attorney General determination that services cannot be provided by his office before engaging contractors.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in fund disbursement.

Declares emergency clause making the act effective July 1, 2012, citing constitutional one-year appropriation limits and the agency's operational necessity.
