Appropriates $3,502,823 to the Arkansas State Medical Board for fiscal year 2012-2013, including $1,594,491 for regular salaries, $15,000 for extra help, $518,652 for personal services matching, and $1,182,180 for maintenance and general operations.

Establishes a maximum of 41 regular employees across 12 classifications, including 1 Medical Board Secretary/Treasurer at $101,180 annually, 19 Licensing Coordinators, and various administrative and technical positions.

Authorizes the State Medical Board to expend $25 from each licensed physician annually to 501(c)(3) Arkansas foundations that provide identification, treatment, and monitoring of healthcare professionals with alcohol or drug abuse problems, effective July 1, 2012 through June 30, 2013.

Requires the Director of the State Medical Board to have 15 years of continuous full-time medical service with at least 10 years of clinical practice in direct patient care, including 5 years in Arkansas, and to have not served on the board within the past 5 years.

Requires the State Medical Board to request legal services from the Attorney General first; the Attorney General may authorize the board to employ outside counsel only upon written certification and with Legislative Council or Joint Budget Committee approval.
