Appropriates $1,648,961 to the Arkansas Minority Health Commission for fiscal year 2012-2013, payable from the Targeted State Needs Program Account for personal services and operating expenses.

Authorizes 6 maximum regular employees including 1 Accountant II, 2 Administrative Analysts, 1 Administrative Specialist III, and 2 Administrative Specialists I with total regular salaries of $211,767.

Allocates funds for operating expenses ($339,650), conferences and travel ($20,000), professional fees ($448,559), and screening, monitoring, treating, outreach and advertising ($558,554).

Requires prior approval from the Arkansas Legislative Council or Joint Budget Committee for any transfers between budget classifications or from operating expenses to promotional items.

Effective July 1, 2012 through June 30, 2013, with emergency clause declaring the act essential to agency operations.
