Appropriates $2,636,928 from the State Board of Nursing Fund for personal services and operating expenses for fiscal year ending June 30, 2013, including $1,462,153 for regular salaries and $431,375 for personal services matching.

Establishes maximum of 27 regular employees for the Arkansas State Board of Nursing, including 1 Executive Director at $101,761 annually, 1 General Counsel, 2 Assistant Directors, and various coordinators and specialists at specified salary grades.

Appropriates $500,000 for the Nursing Student Loan Program to make student loans.

Appropriates $35,000 for nursing education workshops operating expenses and $156,750 for criminal background check operating expenses.

Makes appropriations effective July 1, 2012, with emergency clause due to constitutional prohibition on appropriations exceeding one year periods.
