Establishes maximum of 25 regular employees for the Arkansas History Commission for fiscal year 2012-2013, including positions such as director ($91,092), curators, archival managers, archivists, librarians, and administrative specialists.

Authorizes up to 3 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $1,747,038 from the Parks and Tourism Fund Account for personal services and operating expenses, including $960,936 for regular salaries, $10,300 for extra help, $309,116 for personal services matching, and $456,110 for operational expenses.

Appropriates an additional $79,000 from a cash fund for operating expenses of the History Commission for fiscal year 2012-2013.

Declares an emergency clause making the act effective July 1, 2012, and requires all disbursements to comply with state procurement law, accounting procedures, and revenue stabilization law.
