Establishes maximum of 242 deputy prosecuting attorney positions for the Auditor of State for fiscal year 2012-2013, including 15 part-time level III attorneys, 8 part-time level II attorneys, 55 part-time level I attorneys, and 84 full-time attorneys at various grade levels.

Appropriates $19,273,361 from the State Central Services Fund for the fiscal year ending June 30, 2013, consisting of $15,086,319 for regular salaries, $4,182,242 for personal services matching, and $4,800 for special deputy expense allowance.

Authorizes elected prosecuting attorneys through the Prosecution Coordination Commission to request special rates of pay for deputy prosecuting attorneys in grades C128, C129, and C130 from July 1, 2012 through June 30, 2013.

Declares legislative intent to transition from local to state funding of deputy prosecuting attorney salaries while maintaining flexibility to serve the needs of each judicial district and ensuring quality legal representation throughout the state.

Declares an emergency effective July 1, 2012, to ensure immediate operation of the agency and prevent irreparable harm to essential governmental programs.
