• Reappropriates $16,481 in remaining balance from Act 56 of 2011 to the Arkansas Public Defender Commission for professional fees, effective July 1, 2012

• Funds payable from the General Improvement Fund or successor fund accounts

• Prohibits contracts or obligations exceeding available State Treasury funds unless supplemented by grants, donations, Federal funds, or unobligated cash income
