Reappropriates $50,000 effective July 1, 2012 from the General Improvement Fund for the Office of Attorney General's Hot Line for reporting and data collection, including personal services and operating expenses.

Reappropriates $5,000 effective July 1, 2012 for consultants, expert witnesses, attorney fees, and other costs related to investigating and pursuing the end of the Pulaski County Desegregation Case.

Requires all contracts and obligations to remain within available State Treasury funds, but allows the Office to supplement with grants, donations, federal funds, and unobligated cash income.

Mandates compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws unless otherwise specified by law.

Declares an emergency effective July 1, 2012 to ensure proper agency operation and administration of essential governmental programs.
