• Reappropriates balance funds from Act 930 of 2011 for constructing and equipping the Winthrop Paul Rockefeller Arkansas State Police Hall of Honor in three separate allocations totaling $49,667, $4,123, and $50,000, effective July 1, 2012.

• Reappropriates $25,000 in balance funds from Act 930 of 2011 for additional Hall of Honor construction and equipment, effective July 1, 2012.

• Reappropriates $1,500,000 in balance funds from Act 548 of 2011 for Building and Tower Remediation of the Arkansas Wireless Information Network System, effective July 1, 2012.

• Establishes that funds must comply with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and fiscal control regulations, and declares an emergency clause for immediate effectiveness on July 1, 2012.
