Reappropriates remaining balances from previous appropriations to the Secretary of State for capital improvement projects effective July 1, 2012, including $4,948 for Phase II of the Arkansas Fallen Firefighters' Memorial and $50,000 for memorial construction and maintenance.

Allocates funds for State Capitol Building improvements: $421,781 for electrical distribution system upgrade, $4,190,568 for heating/ventilation/air conditioning upgrades, $193,446 for fire alarm system equipment upgrade, and $542,596 for sidewalk replacement, lighting, irrigation, and landscaping.

Provides $175,000 for "Green" initiatives at the State Capitol including ventilation cleaning, energy efficiency assessments, and recycling programs.

Appropriates $418,158 from the Arkansas Natural and Cultural Resources Grant and Trust Fund for acquisition, management, and preservation of state-owned lands, historic sites, and buildings.

Requires compliance with state purchasing laws and fiscal control regulations; effective date July 1, 2012 declared emergency to ensure continuous agency operations.
