Establishes 92 maximum regular employees for the Arkansas Teacher Retirement System for fiscal year 2012-2013, with the ATRS Director earning $171,384 and Deputy Director earning $109,590.

Authorizes up to 16 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $182,904,257 from the Teacher Retirement Fund for personal services and operating expenses, including $4,255,441 for regular salaries, $158,700,000 for benefits, and $2,500,000 for investment counsel.

Appropriates $831,068,441 from Teacher Retirement System cash funds for benefit payments to non-employees ($828,000,000) and refunds/reimbursements ($3,068,441).

Appropriates $500,000 for property renovation and maintenance expenses, with the act effective July 1, 2012, declared an emergency under the state constitution.
