Appropriates $100,000 from the Viticulture and Enology Fund to the Department of Finance and Administration - Disbursing Officer for grants to Arkansas public institutions of higher education for viticulture and enology programs.

Grants may be used for personal services, operating expenses, research, program expenses, construction, and equipment related to viticulture and enology programs.

Allows institutions to supplement state funds with federal funds, grants, donations, and unobligated cash income, but prohibits using maintenance and general operations funds for these purposes.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and fiscal control regulations in fund disbursement.

Declares an emergency effective July 1, 2012 to ensure continuous operation of the viticulture and enology program without interruption.
