Establishes maximum of 129 regular employees for the Bureau of Legislative Research with specific salary rates, including 1 Director at $154,904 and 3 Assistant Directors at $149,623 each.

Authorizes up to 31 part-time or temporary "Extra Help" employees payable from appropriated funds at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $16,799,938 from the State Central Services Fund for fiscal year 2012-2013, including $9,826,189 for regular salaries, $2,624,629 for personal services matching, and amounts for operations, travel, professional fees, and capital outlay.

Appropriates $271,060 for interim committee study expenses, $1,696,396 for interim committee member per diem and out-of-state travel, and $65,806 for Energy Council expenses.

Reappropriates up to $2,000,000 from the remaining balance of Act 763 of 2011 for the same purposes and declares the Act effective July 1, 2012 as an emergency measure.
