Establishes a maximum of 26 regular employees for the Auditor of State Operations with salaries ranging from $39,174 to $108,754 annually for fiscal year 2012-2013.

Appropriates $2,709,201 from the State Central Services Fund for Auditor of State Operations including regular salaries ($1,649,447), extra help ($12,713), and operating expenses.

Establishes a maximum of 9 regular employees for the Unclaimed Property Program with salaries ranging from $48,080 to $79,682 annually and appropriates $1,171,024 from the State Central Services Fund.

Appropriates $15,002,500 for payment of unclaimed property claims and $2,500,500 for payment of abandoned mineral proceeds claims from cash funds, plus $775,000 from the Miscellaneous Revolving Fund for additional unclaimed property claims.

Transfers $1,000,000 from the Unclaimed Property Proceeds Trust Fund to the State Central Services Fund and appropriates $1,000,000 in grants to implement a statewide Enhanced 9-1-1 System with specified database capabilities for emergency services.
