Appropriates $10,232,983 from the Court Reporter's Fund, comprised of $6,878,464 in regular salaries, $2,029,519 in personal services matching, $400,000 in expense allowance, $600,000 for indigent transcripts, and $325,000 for court reporter substitutes.

Requires official court reporters to complete transcripts within time requirements outlined in Arkansas Supreme Court Rules and to immediately notify their judge and the Arkansas Board of Certified Court Reporter Examiners if unable to meet deadlines, with failure to report resulting in immediate license suspension pending a hearing.

Declares an emergency effective date of July 1, 2012, citing the constitutional prohibition on appropriations exceeding one year and the essential need for immediate operational funding.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable state fiscal control laws.
