Appropriates $389,456 to the Arkansas State Board of Dental Examiners for the fiscal year ending June 30, 2013, from cash funds as defined by Arkansas Code 19-4-801.

Establishes maximum of 3 regular employees: Executive Director (Grade C123), Investigator (Grade C117), and Administrative Specialist III (Grade C112).

Allocates funds as follows: Regular salaries $169,259, Personal services matching $46,268, Operating expenses $114,637, Conferences and travel $7,166, Professional fees $42,126, and Refunds/reimbursements $10,000.

Requires the Board to request legal services from the Attorney General before employing outside counsel, with Legislative Council or Joint Budget Committee approval required for any outside legal counsel payments.

Effective July 1, 2012, with emergency declaration due to constitutional prohibition on multi-year appropriations and need for immediate agency operations.
