Appropriates $2,500,000 to Southern Arkansas University from the Southern Arkansas University Fund for lignite research activities including personal services, operating expenses, professional services, supplies, equipment, construction, and study and sampling expenses for fiscal year ending June 30, 2012.

Transfers $2,500,000 from the unobligated balance in the General Improvement Fund to the Southern Arkansas University Fund immediately upon passage and approval to fund the appropriation.

Requires all disbursements to comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, Higher Education Expenditures Restrictions Act, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Specifies that funds must be used in compliance with stated reasons for adoption as documented in budget manuals, letters, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the act effective upon passage and approval, citing the constitutional prohibition on appropriations exceeding one year and the essential need for immediate agency operation.
