Establishes maximum of 297 regular employees for University of Arkansas Community College at Morrilton for fiscal year 2012-2013, with positions ranging from Chancellor at $141,461 to various classified staff positions at designated grade levels.

Authorizes up to 110 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $8,173,111 from state operations fund for regular salaries ($5,498,111), extra help ($150,000), personal service matching ($1,500,000), maintenance and general operations ($1,000,000), and overtime ($25,000).

Appropriates $29,775,000 from cash funds for regular salaries ($7,600,000), extra help ($500,000), personal service matching ($3,600,000), operations ($7,605,000), capital improvements ($6,000,000), debt service ($1,200,000), and other expenses.

Declares emergency effective date of July 1, 2012 and prioritizes workforce development through quality occupational and technical education programs.
