Appropriates $300,000 to Mid-South Community College from the Mid-South Community College Fund for the Arkansas Delta Training and Education Consortium for fiscal year ending June 30, 2013.

Funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Disbursement of funds must comply with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, Higher Education Expenditures Restrictions Act, and Department of Finance and Administration regulations.

Funds must be disbursed in compliance with stated reasons for appropriation as evidenced by budget manuals, Agency Requests, Executive Recommendations, and Legislative Recommendations from the Department of Finance and Administration and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Act takes effect July 1, 2012 as an emergency measure necessary for the operation of the agency and essential governmental programs.
