Appropriates $7,334,946 from state operations fund and $23,871,580 from cash funds to South Arkansas Community College for fiscal year ending June 30, 2013.

Authorizes maximum of 330 regular employees across administrative, classified, and academic positions with specified salary ranges from $38,092 to $141,461.

Authorizes up to 175 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Establishes college priorities to combat illiteracy and provide industrial workplace training, effective July 1, 2012 through June 30, 2013.

Declares emergency clause to ensure effectiveness on July 1, 2012, citing constitutional requirement that appropriations cover only one-year periods.
