Appropriates $7,872,664 from the Southeast Arkansas College Fund for personal services and operating expenses for fiscal year ending June 30, 2013, including $5,250,000 for regular salaries and $950,000 for extra help.

Authorizes a maximum of 356 regular employees for SEAC, including 5 administrative positions (President at $141,461, Chief Academic Officer at $113,540, and three Chief Officers at $106,472 each) plus classified and academic staff at specified salary grades and amounts.

Appropriates $32,450,000 from cash funds for SEAC operations, including $1,632,320 for regular salaries, $1,000,000 for extra help, $14,000,000 for capital improvements, and $5,376,948 for capital outlay.

Authorizes up to 200 temporary or part-time employees ("Extra Help") to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Effective July 1, 2012, with an emergency clause declaring the appropriation essential to SEAC's operations and requiring compliance with state procurement, accounting, and fiscal control laws.
