Reappropriates $101,000 to the Arkansas Cemetery Board effective July 1, 2012, from the General Improvement Fund for cemetery maintenance and operations costs for insolvent, licensed perpetual care cemeteries in court-ordered receivership or conservatorship for 5 or more years.

Authorizes the Cemetery Board to use reappropriated funds for acquisition costs of cemeteries not exceeding $1,000 per cemetery or to provide grants to non-profit and government entity owners of historic perpetual care cemeteries.

Permits the Cemetery Board to supplement State Treasury funds with grants, donations, Federal funds, and unobligated cash income to finance project costs, provided regular maintenance and operations funds are not diverted for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Declares an emergency effective July 1, 2012, citing the Arkansas Constitution's one-year appropriation limit and the essential need for immediate agency operations.
