Establishes a maximum of 28 regular employees for the Arkansas Tobacco Control Board for fiscal year 2012-2013, including 1 director, 1 attorney, 2 deputy directors, 2 auditor/investigators, 14 enforcement agents, and other support staff.

Appropriates $888,598 from the Miscellaneous Agencies Fund Account for the board's general operations, including $388,433 for regular salaries, $120,024 for personal services matching, and $358,141 for operating expenses.

Appropriates $1,076,839 from a cash fund for the Sales to Minors Enforcement program, including $533,491 for regular salaries and $244,285 for operating expenses.

Appropriates $473,838 from federal funds for the Tobacco Inspection Program and $50,000 from the Cigarette Fire Safety Standard Fund for fire safety and prevention programs.

Effective July 1, 2012, with emergency declaration due to constitutional requirements limiting appropriations to one-year periods and the need for immediate operational funding.
