Establishes a maximum of 15 regular employees for the Arkansas Real Estate Commission for fiscal year 2012-2013, including an Executive Director at $94,257 annually and positions ranging from Administrative Specialist I to Senior Real Estate Investigator.

Authorizes four (4) temporary or part-time "Extra Help" employees to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $1,344,608 for operations including $666,395 for regular salaries, $204,848 for personal services matching, $400,774 for operating expenses, $13,662 for conferences and travel, and $32,929 for professional fees.

Appropriates $352,500 for the Real Estate Recovery Cash Fund, consisting of $250,000 for damage payments and $102,500 for education.

Requires the agency to request legal services from the Attorney General before employing private attorneys, unless the Attorney General certifies insufficient personnel availability and consents in writing to private counsel employment.
