Appropriates $60,690 from the Arkansas Home Inspectors Registration Fund to the Arkansas Home Inspector Registration Board for maintenance, operation expenses, professional fees, reimbursements, and administrative support for fiscal year 2012-2013.

Appropriates $25,000 from the Arkansas Home Inspectors Registration Fund for research, procurement, and implementation of a public awareness campaign for the Arkansas Home Inspector Registration Board for fiscal year 2012-2013.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws of Arkansas.

Directs that funds be spent in compliance with stated reasons for appropriation as documented in budget manuals, agency requests, executive recommendations, and legislative testimony.

Declares an emergency effective July 1, 2012, citing constitutional restrictions on multi-year appropriations and the need to ensure agency operations without delay.
