Establishes maximum of 88 regular employees for the Department of Human Services - Division of Youth Services, with positions ranging from DHS Deputy Director to Mail Services Assistant

Appropriates $11,635,560 total for fiscal year 2012-2013, including $5,954,518 for regular salaries, $2,012,394 for personal services matching, and $3,012,380 for operating expenses

Authorizes 34 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act

Appropriates additional funds for specific programs: $1,970,215 for Juvenile Accountability Incentive Block Grants, $2,500,000 for community-based sanctions, $20,502,140 for community services, $5,623,293 for federal child and youth service grants, and $30,326,648 for residential services

Requires Department to fund Juvenile Ombudsman Program ($240,000) and transfer $400,000 to Juvenile Detention Facilities Operating Fund; authorizes contingent educational services positions (120 maximum) if private provider contracts cannot continue
