Appropriates $130,828,891 from the Mental Health Services Fund Account for the Department of Human Services - Division of Behavioral Health for fiscal year 2012-2013, covering regular salaries ($43,912,490), extra help ($5,768,889), personal services matching ($15,912,792), and operating expenses.

Establishes a maximum of 1,158 regular employees across various classifications ranging from psychiatric specialists and physicians to administrative support and food service workers, with specific salary grades assigned to each position.

Authorizes 336 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates additional funds for Community Alcohol Safety Operations ($3,637,792), canteens ($174,048), patient benefits ($75,000), community mental health centers ($8,780,603), federal block grants ($6,068,799), acute mental health services ($5,633,293), and alcohol and drug abuse prevention ($21,114,814).

Allocates $8,780,603 to 13 community mental health centers on a per capita basis and includes provisions requiring legislative audits, budget oversight, and quarterly reporting on mental health service utilization by community centers.
