Appropriates $9,907,775 to the Department of Human Services - Division of State Services for the Blind for fiscal year 2012-2013, with funding allocated from regular salaries ($3,111,658), extra help ($40,000), personal services matching ($1,001,007), maintenance and general operation ($1,970,552), and purchase of services ($3,784,558)

Establishes maximum of 74 regular employees across various positions including department director, assistant director, rehabilitation counselors, teachers for the blind, and administrative staff with specified grade classifications

Authorizes up to 14 temporary or part-time "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and Department of Finance and Administration regulations

Declares an emergency effective July 1, 2012, to ensure continuity of essential governmental programs for state services to the blind
