Appropriates $15,643,993 from the Department of Aeronautics Fund for personal services and operating expenses, including $331,682 in regular salaries, $89,782 in personal services matching, and $15,000,000 in grants to cities and counties.

Appropriates an additional $12,000,000 in federal funds for grants to cities and counties by the Arkansas Department of Aeronautics for fiscal year 2012-2013.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other applicable fiscal control laws and regulations.
