Appropriates $5,850,017 to the Office of the Governor for fiscal year 2012-2013, payable from the State Central Services Fund for personal services and operating expenses.

Establishes maximum of 60 regular employees with specific salary ranges, including positions such as Chief Legal Counsel ($131,876), Executive Secretary ($123,720), and Administrative Assistants ($36,745-$52,060).

Authorizes 7 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Allows the Office of the Governor to exceed maximum salary levels by up to 20% for no more than one-third of authorized positions with approval from the Arkansas Legislative Council or Joint Budget Committee.

Grants authority to transfer appropriations between line items with Chief Fiscal Officer approval and prior Legislative Council review, effective July 1, 2012 through June 30, 2013.
