Authorizes Senator P. Malone to introduce a bill that amends Arkansas Code § 16-93-612 to include felony sex offenses in the list of crimes for which parole eligibility is determined by discretionary transfer procedures.

Amends § 16-93-612(e) to add sexual indecency with a child (§ 5-14-110) as an offense committed after the effective date of the act that is governed by § 16-93-615(b)(1) parole eligibility procedures.

Amends § 16-93-615(b)(1) to explicitly add sexual indecency with a child (§ 5-14-110) to the list of felonies for which inmates are eligible for discretionary transfer to the Department of Community Correction by the Parole Board after serving one-third or one-half of their sentence.

Maintains that inmates convicted of sexual assault in the first degree (§ 5-14-124) and sexual assault in the second degree (§ 5-14-125) remain eligible for discretionary parole transfer under existing law.

Renumbers subsections in § 16-93-615(b)(1) to accommodate the addition of sexual indecency with a child to the eligible felonies list.
