Enacts the "Buy American in State Public Works Act" as a new subchapter in Arkansas Code Title 22, Chapter 9

Requires state purchasing agencies to use only American-made iron, steel, metals, and manufactured products in all state public building and public works construction, alteration, maintenance, or repair contracts

Defines "manufactured in the United States" as the final assembly, processing, packaging, testing, or other value-adding process occurring in the United States

Allows exemptions from the American-made requirement if the purchasing agency head finds that materials are not produced domestically in sufficient quantities and satisfactory quality, or if inclusion would increase overall project costs by more than 25%

Applies to state agencies, departments, authorities, boards, commissions, and institutions of higher education
