Amends Arkansas Code § 27-53-208 to define and regulate "commercial solicitation" involving motor vehicle accident reports, including solicitation of accident victims, their relatives, and professional contacts.

Prohibits practitioners (doctors, chiropractors, nurses, physical therapists, and other licensed medical professionals) from soliciting patients within 60 days of a motor vehicle accident using accident report information for commercial purposes.

Makes it unlawful for practitioners to compensate "runners" or other persons to solicit patients or customers with intent to obtain insurance benefits or assert claims against insurers within 60 days of an accident.

Exempts communications from existing patient relationships, requested treatments, and communications from health or automobile insurance providers from the commercial solicitation prohibitions.

Establishes violations of these provisions as Class A misdemeanors.
