AR HB1035

Amends Arkansas Code § 5-73-119(c)(1) to allow licensed staff and faculty to carry concealed handguns on higher education campuses, subject to exceptions in § 5-73-306.

Adds definitions for "higher education campus" (grounds and buildings owned or leased by a university, college, or community college) and "staff member" (full-time employees or faculty on nine-month appointments who are not enrolled as full-time students).

Creates new § 5-73-306(20) exempting higher education campuses from the general concealed carry prohibition, allowing licensees to carry if they are employed as staff members at public institutions or at private institutions that do not expressly prohibit it.

Excludes non-firearms related athletic events from the campus carry exception.

Maintains authorization for concealed carry in connection with authorized firearms-related activities on higher education campuses.
