Prohibits stores from providing single-use plastic carryout bags to customers, effective January 1, 2014.

Defines "store" as supermarkets, retail establishments over 10,000 square feet with a pharmacy, or convenience food stores that sell milk, bread, soda, and snacks.

Requires stores to make reusable bags available for purchase; reusable bags must be designed for at least 100 uses and made of washable material without toxic heavy metals.

Exempts paper bags from the single-use carryout bag prohibition.

Tasks the Arkansas Department of Environmental Quality with administering the act and submitting annual reports to the Legislative Council on effectiveness and recommendations for expansion to additional retailers.
