Establishes a maximum of 483 regular employees for the State Department for Social Security Administration Disability Determination for fiscal year 2013-2014, including 1 director at $130,991 annually and various medical specialists, consultants, and administrative staff at specified grade levels.

Authorizes up to 20 temporary or part-time "Extra Help" employees paid at rates not to exceed those in the Uniform Classification and Compensation Act, with a restriction limiting each extra help employee to no more than 1,800 hours per fiscal year.

Appropriates a total of $52,321,837 in federal funds for the department, including $25,740,057 for regular salaries, $8,275,680 for personal services matching, $390,000 for extra help, $860,000 for overtime, and $3,984,400 for operational expenses.

Requires all fund disbursement to comply with state procurement laws, accounting procedures, revenue stabilization laws, and fiscal control regulations promulgated by the Department of Finance and Administration.

Declares an emergency effective July 1, 2013, citing the constitutional prohibition on multi-year appropriations and the essential need for immediate agency operation.
