Establishes maximum of 57 regular employees for Crowley's Ridge Technical Institute for fiscal year 2013-2014, including 1 director, 3 assistant directors, 4 specialized technical faculty, 32 career and technical faculty, and support staff.

Authorizes up to 76 part-time or temporary "Extra Help" employees at rates not exceeding comparable position salaries, with restrictions that extra help cannot earn more than 85% of maximum salary for comparable positions or work more than 1,400 hours per fiscal year.

Appropriates $3,862,526 from state funds for personal services ($2,159,405 regular salaries, $216,379 extra help, $797,419 matching) and operating expenses ($684,323 operations, $5,000 conferences and travel).

Appropriates $111,979 from federal funds for regular salaries ($78,852), personal services matching ($29,127), and operating expenses ($4,000).

Appropriates $1,330,615 from cash funds for salaries, extra help, operating expenses, capital outlay ($300,000), resale ($260,000), and debt service, with act effective July 1, 2013.
