Appropriates $2,236,684 from the Riverside Vocational Technical School Fund for personal services and operating expenses for fiscal year 2013-2014, including $1,515,947 in regular salaries and $531,633 in personal services matching.

Authorizes a maximum of 36 regular employees for the school, including 1 technical institute director, 3 assistant directors, 5 specialized technical faculty, and 23 career and technical faculty positions.

Appropriates an additional $76,971 for the Plumbing Apprenticeship Program, consisting of $58,242 in regular salaries and $18,729 in personal services matching.

Exempts Riverside Vocational Technical School and Technical Institutes from state employee insurance trust fund contributions for part-time faculty positions unless the position exceeds 1,000 hours annually, effective July 1, 2013 through June 30, 2014.

Declares an emergency effective July 1, 2013 to ensure uninterrupted school operations for the fiscal year.
