Appropriates $1,109,166 from the State Central Services Fund for personal services and operating expenses of the Arkansas Governor's Mansion Commission for fiscal year 2013-2014, including $561,643 for regular salaries, $12,000 for extra help, and $301,330 for mansion expenses.

Establishes a maximum of 10 regular employees including a Mansion Administrator ($90,969), Special Assistant II ($67,089), Management Special Assistants I ($62,280 each), Administrative Assistants III ($53,101 each), Management Assistants I ($48,278 each), and Housekeeper Supervisors ($37,836 each).

Authorizes up to 4 part-time or temporary employees (Extra Help) at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $500,000 from a cash fund for Grand Hall, Mansion, and grounds expenses for fiscal year 2013-2014.

Declares an emergency effective July 1, 2013, to ensure immediate operation of the agency and permits transfers between certain line items with approval from the Chief Fiscal Officer and prior Legislative Council review.
