Appropriates $4,191,075 to the Arkansas Court of Appeals for fiscal year ending June 30, 2014, payable from the State Central Services Fund.

Establishes maximum of 49 regular employees including 1 Chief Staff Attorney, 24 Law Clerks, 12 Judicial Administrative Assistants, and various support staff positions.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Allocates funds for regular salaries ($2,682,243), personal services matching ($831,759), operating expenses ($231,129), conference and travel ($68,900), legal counsel ($260,000), special judges ($17,044), and mileage reimbursement ($60,000).

Limits mileage reimbursement to judges whose official residence is outside Pulaski County, at state travel rates, for travel between residence and court not exceeding three round trips weekly.
