Establishes a maximum of 104 regular employees for the Arkansas Department of Emergency Management (ADEM) for fiscal year 2013-2014, with the ADEM Director salary set at $96,390 and other positions assigned grade-based compensation.

Authorizes up to 28 temporary or part-time "Extra Help" employees to be paid from appropriated funds at rates not exceeding the Uniform Classification and Compensation Act.

Appropriates $4,037,248 from the Miscellaneous Agencies Fund for state operations, including $2,515,608 for regular salaries and $939,609 for personal services matching.

Appropriates federal and other funds across multiple programs totaling approximately $143.7 million, including federal operations ($34,590,549), disaster relief grants ($103,960,263), federal surplus property ($2,084,901), and Arkansas 911 Rural Enhancement Program ($3,000,000).

Declares an emergency effective July 1, 2013, stating that the appropriations are essential to agency operations and compliance with existing state fiscal control laws is required.
