Allows counties, cities, and towns to hold referendum elections to authorize off-premises alcohol sales on Sundays between 10:00 a.m. and 12:00 midnight or within a shorter timeframe.

Permits referendum elections to be called by petition (requiring 15% of qualified electors who voted in the last gubernatorial election), by quorum court ordinance (counties), or by city council ordinance (cities and towns).

Establishes that citywide elections authorize Sunday sales only within incorporated city areas, while countywide elections authorize sales throughout the entire county.

Prohibits re-election on the same issue for one year following a voter rejection, but allows successive elections after one-year intervals and permits cities to hold elections independently from county results.

Limits Sunday alcohol sales to businesses holding current, valid licenses from the Alcoholic Beverage Control Division and does not affect existing on-premises consumption sales in hotels and restaurants.
