Amends Arkansas Code § 3-9-202(14)(A) to redefine "restaurant" for alcoholic beverage permits as either a place with 50+ seat capacity serving complete meals at least once daily, or a place primarily serving meals with suitable kitchen facilities and a menu not limited to sandwiches or salads

Adds new definitions to Arkansas Code § 3-9-202 for "guest" (person who orders and is served a meal inside a restaurant during regular hours) and "meal" (usual assortment of food commonly ordered at various hours of the day)

Amends Arkansas Code § 3-9-301(4) to require restaurants to be regularly used to serve meals to guests for compensation, have a suitable kitchen facility, and offer a menu with food selection beyond sandwiches or salads, with specific requirements for refrigeration, sanitation, and food availability

Adds definitions of "guest" and "meal" to Arkansas Code § 3-9-301 using the same language as Section 2

Declares an emergency to avoid ambiguity in state law and Alcoholic Beverage Control Division rules, with effective date upon Governor's approval, expiration of veto period, or veto override
