Establishes maximum of 840 regular employees for the Department of Finance and Administration - Office of Child Support Enforcement for fiscal year 2013-2014, with specified position titles and salary grades ranging from Grade N909 to Grade C108.

Authorizes up to 15 temporary or part-time "Extra Help" employees at pay rates not to exceed those in the Uniform Classification and Compensation Act, with exemption from hour limitations if employed longer than 7 months (requires Legislative Council report).

Appropriates $65,764,651 from the Child Support Enforcement Fund, including $28,184,669 for regular salaries, $10,445,845 for personal services matching, $14,535,654 for operating expenses, $11,848,483 for data processing and equipment, and $650,000 for other operational costs.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in fund disbursement.

Declares emergency clause with effective date of July 1, 2013, citing constitutional restriction on appropriations exceeding one-year periods and need for immediate agency operation.
